Minutes- January 5, 2026
Mayor Roger J. Oberbroeckling opened the meeting at 6:00 pm in the Luxemburg City Hall. Present were: Dave Rueber, Matt Ramler, and Travis Bries, Andy Bockenstedt, Mike Ungs.
Ramler made the motion to approve the agenda for January 5, 2026 seconded by Rueber.
Ramler made the motion to approve the minutes from December, 2025, second by Ungs, Bockenstedt made the motion to approve the financial reports, receipts, second by Bries.
Donna Kramer was present to go over he listing agreement for the city lots that are for sale. The council reviewed this past year action report she presented. Motion from Rueber to have Donna list the residential lots only, second by Ramler. Ayes- Ramler, Bries, Bockenstedt, Ungs, Rueber.
RESOLUTION #2026-02 A RESOLUTION APPOINTING FIDELITY BANK, LUXEMBURG BRANCH AS THE OFFICIAL DEPOSITORY was approved on a motion from Bockenstedt, second by Ungs. Ayes-Ramler, Rueber, Bries, Bockenstedt, Ungs
RESOLUTION #2026-01 A RESOLUTION APPOINITNG DOUGLAS HERMAN, WITH LYNCH DALLAS P.C. as the city attorney at a rate of $200.00 per hour was approved on a motion from Bries, Second by Bockenstedt. Ayes- Ramler, Rueber, Bries, Bockenstedt, Ungs.
Mayor Oberbroeckling appointed Matt Ramler as Mayor pro-tem.
The mayor stated that the certified water and sewer operators Terry Recker and Keith Mensen have not had a raise since they started with the city and we should look at giving them a raise. Motion from Rueber to raise them to $40.00 per hour each, second by Bockenstedt. Ayes-Ungs, Rueber, Ramler, Bries, Bockenstedt.
The mayor went over the budget numbers for the current fiscal year and the next fiscal year, discussion followed on the projects, budget numbers. The council decided the city hall needs to be updated and addressed with siding, windows, facia, sofit, doors, new carpet. Look at paving in the park as well.
The council reviewed the development agreement for Progressive Structures that the attorney had finalized and Travis Augustyn reviewed. Motion from Ramler to approve, second by Ungs. Ayes- Ramler, Bockenstedt, Rueber, Ungs. Abstain-Bries as he is a relation to Augustyn.

Minutes- February 2, 2026
Mayor Roger J. Oberbroeckling opened the meeting at 6:00 pm in the Luxemburg City Hall. Present were: Dave Rueber, Matt Ramler, and Travis Bries, Andy Bockenstedt, Mike Ungs.
Rueber made the motion to approve the agenda for February 2, 2026 seconded by Ramler.
Ramler made the motion to approve the minutes from January, 2026, second by Ungs, Bries made the motion to approve the financial reports, receipts, second by Rueber.
The mayor went over the 5-year DOT agreement with the council, motion from Ramler to sign agreement, second by Bockenstedt. Ayes-all.
Plat of Survey for Lot 1 of Lot 1 and Lot 2 of Lot 1 of Holy Trinity Addition was approved on a motion from Bries, second by Ramler. Ayes- all.
The council reviewed the catalyst pre application grant that was submitted for the renovation of the old school building. The grant would be for $100,000.00 if awarded.
Matt Ramler went over the quotes he had on the upgrades and repairs for city hall. The work would include new siding, windows, doors sofit, gutters. Motion from Bries to move forward with the work, second by Ungs. Ayes- Bries, Ungs, Rueber, Bockenstedt. Abstain -Ramler as the quote was from his brother.
RESOLUTION #2026-03 A RESOLUTION SETTING PROJECT PRIORITIES FOR RURAL COUNTY TRANSPORTATION PROGRAM APPLICATION was approved on a motion from Rueber, second by Bockenstedt. Ayes-all.
RESOLUTION #2026-04 A RESOLUTION AUTHORIZING THE FILING OF A DUBUQUE COUNTY RURAL TRANSPORTATION PROGRAM GRANT APPLICATION TO ASSSIT IN THE FUNDING FOR THE COMMERCIAL STREET LIGHTING PROJECT was approved on a motion from Rueber, second by Bockenstedt. Ayes-All.
The mayor went over the budget numbers and tax rate for the new fiscal year. The council reviewed the numbers; the tax rate is lower than last year.
The mayor stated that the city may need to dig up the areas of leaks and infiltration to repair if we cannot find a company to handle 6 in lines. The city may have 10-12 to repair.

Minutes- March 2, 2026
Mayor Roger J. Oberbroeckling opened the meeting at 6:01 pm in the Luxemburg City Hall. Present were: Matt Ramler, and Travis Bries, Andy Bockenstedt, Mike Ungs. Absent- Rueber.
Ramler made the motion to approve the agenda for March 2, 2026 seconded by Bries.
Ungs made the motion to approve the minutes from February, 2026, second by Bockenstedt.
Bries made the motion to approve the financial reports, receipts, second by BocKenstedt.
Dylan Michels from ECIA and the KLB committee were present to go over the grants and events that are in the works. The Committee is working on a veteran’s memorial for the city park. The city is applying for the AARP grant to help with funding. Discussion followed on lighting, seating, concrete, options were reviewed along with the city’s involvement in the project. Motion from Bries to cover the match for the grant in the amount around $12,000.00, second by Ramler. Ayes-all.
Park cleanup will be April 11,2026, start time of 8 am. All residents are welcome to come out and help get the park ready for Summer!
Ribbon Cutting ceremony for the new trail will be on April 26th at 2 PM.
The mayor went over the budget numbers for the next fiscal year. The tax rate will be a little lower than last year for property tax. Discussed the next meetings we will need to do for the budget. Motion from Bockenstedt to set public hearing for March 23,2026 at 6:00pm for the Max property tax rate, second by Ungs. Ayes- Bries, Bockenstedt, Ramler, Ungs.
The council discussed mowing bids and these will go out and be opened next month.

Minutes- March 23, 2026
Mayor Roger J. Oberbroeckling opened the Public Hearing at 6:00 pm in the Luxemburg City Hall. Present were: Matt Ramler, and Andy Bockenstedt, Travis Bries, Dave Rueber, Mike Ungs at 6:11.
Ramler made the motion to approve the agenda for March 23, 2026 seconded by Bockenstedt.
Mayor Oberbroeckling stated the public hearing on the proposed max tax rate was open, the clerk had reported that no comments were received written or verbal on the levy. No public present.

Minutes- March 23, 2026
Mayor Roger J. Oberbroeckling opened the regular meeting at 6:16 pm in the Luxemburg City Hall. Present were: Matt Ramler, and Andy Bockenstedt, Travis Bries, Dave Ruebe, Mike Ungs.
Bries made the motion to approve the agenda for March 23, 2026 seconded by Ramler.
Bockenstedt made the motion to set April 6, 2026 at 6pm for the Public Hearing on the adoption of the new budget for FY27, second by Rueber. Ayes-all.
The council discussed park cleanup and fiber internet that Windstream maybe offering in town. Council decided to repair the batting cage net at this time.

Council Meeting Minutes-Public Hearing Budget
April 6, 2026
Mayor Roger J. Oberbroeckling opened the Public Hearing meeting at 6:01pm in the Luxemburg City Hall. Present were: Mike Ungs, and Travis Bries, Andy Bockenstedt, Matt Ramler. Absent-Dave Rueber.
Bockenstedt made the motion to approve the agenda for April 6, 2026, second by Bries.
The mayor opened the Public Hearing on the Budget for FY2027. There have been no comments written or verbal received on this topic. Bries made the motion to close the Public Hearing on the budget and open the regular meeting, second by Ungs.
Bockenstedt made the motion to approve the minutes from March, 2026 Second by Bries.
Ungs made the motion to approve the financial report, bills, and receipts as reported, second by Bockenstedt.
Matt Graham From Kinetic was present to go over with council the fiber optic options for Luxemburg. Kinetic is interested in placing fiber optic for residential in the near future. Council discussed and a motion was made from Bries to move forward with this for Luxemburg, second by Ramler. Ayes-Ramler, Ungs, Bries, Bockenstedt.
Ramler made the motion to approve RESOLUTION #2025-06 APPROVING AND ADOPTING THE BUDGET FOR FY2026, second by Rueber, ayes Bries, Bockenstedt, Ungs, and Ramler.
The Mowing bids for the season were opened and awarded as followed on a motion from Ramler, second by Brie. The “Y” awarded to Ramona Meyers on a bid of $6.00 per mow. City Hall awarded to Ramona Meyers on a bid of $7.75 per mow. Right of way awarded to Joe Meisner on a bid of $55.00 per mow. City Park awarded to Joe Meisner on a bid of $55.00.00 per mow. Front of lagoon awarded to Ramona Meyers on a bid of $34.75 per mow, Back of Park awarded to Joe Meisner on a bid of $85.00 per mow. West left station awarded to Ramona Meyers on a bid of $8.50 per mow.
Back of Lagoon awarded to Joe Meisner on a bid of $400 for each mow, two mows per season.
Bries made the motion to approve RESOLUTION #2026-06 APPROVING AND ADOPTING THE BUDGET FOR FY2027, second by Ungs, ayes Bries, Bockenstedt, Ungs, and Ramler.
Tobacco device and tobacco sales for Luxemburg Gas Mart was approved on a motion from Bockenstedt, second by Ramler.
Park cleanup and Arbor Day Celebration was scheduled for April 11,2026 at 8:00 am start. Residents of Luxemburg are invited to come out and help get the park ready for the summer season. Projects will include, batting cage, mulch and dirt work, sand volleyball court. Lansing Const will be back filling the dirt along the trail this week. Ribbon Cutting for the trail is scheduled for April 26th at 2 pm.
Upgrades and repairs have been getting completed at city hall this past month. New Siding, doors and windows. We will be reaching out for bids on new carpet.
The mayor updated the council on the old school building and the grant that was applied for. Mayor Oberbroeckling had a letter of support to submit with the grant. Council reviewed the letter and a motion from Bries, second from Ungs for the mayor to sign and submit was approved.

Council Meeting Minutes
May 4, 2026
Mayor Roger J. Oberbroeckling opened the meeting at 6:00pm in the Luxemburg City Hall. Present were: Andy Bockenstedt, Matt Ramle, Dave Rueber. Absent- Mike Ungs, Travis Bries.
Rueber made the motion to approve the agenda for May 4, 2026, second by Bockenstedt.
Bockenstedt made the motion to approve the corrected minutes from April removing Rueber from making a motion from the last minutes as he was absent at the April meeting, Second by Ramler.
Rueber made the motion to approve the financial report, bills, and receipts as reported, second by Bockenstedt.
Terry Recker was present to address the council on some issues with the sewer, storm sewer, water in town. There have been six spots identified by televising that have infiltration of water. These areas will need to be dug up and fixed. Terry has spoken to Krapfl Const. to do the repairs and Harter to run a camera to see figure out where the water is coming from, possible sump pumps and foundation tiles dumping into our sewer system. The rubber roof on the reserve tank is starting to see some wear and will need to be addressed this year. Starter pump at lift station is freezing up again. Terry is having Pfeiler Electric look at and repair.
The mayor stated that the Veterans Memorial Committee has applied for a grant to help with funding, looking into estimates for cost and design options.
No commercial updates to report.
City hall improvements are moving into the next phase of flooring and trim. The council reviewed two bids for flooring, one from Kluesner Flooring on a from Miller Flooring. Rueber made the motion to approve the bid from Kluesner Flooring in the amount of $7460.56, second by Ramler. Ayes- All.
The council discussed city employee wages for the new fiscal year, Ramler made the motion to move city maintenance employee Mike Meyers wage to $24.00 per hour, second by Rueber. Ayes- All. Motion from Ramler to move city clerk Angie Oberbroeckling wage to $27.50 per hour, second by Bockenstedt. Ayes-all.
Mayor Oberbroeckling informed the council that the Keep Luxemburg Beautiful group has many activities planned this year and they are looking into purchasing fans for the shelter at the park. Batting cage repairs have been completed, Kluesner Const has been contacted again to clean the streets.

Council Meeting Minutes
June 1, 2026
Mayor Roger J. Oberbroeckling opened the meeting at 6:00pm in the Luxemburg City Hall. Present were: Andy Bockenstedt, Dave Rueber. Absent- Mike Ungs, Travis Bries. Absent-Matt Ramler.
Rueber made the motion to approve the agenda for June 1, 2026, second by Bockenstedt.
Ungs made the motion to approve the minutes from May, Second by Bries.
Bockenstedt made the motion to approve the financial report, bills, and receipts as reported, second by Rueber.
The building permit that Steve Schafer submitted last month was reviewed again with Steve present to go over his plans and the mayor went over the ordinances with the council regarding his plans. Steve will be removing the covered porch from his plans and just doing a concrete pad and extending his sidewalk. Motion from Rueber to approve this, second by Ungs, Ayes-all.
The mayor went over the second building permit with council and Steve. The ordinance will allow a garage or a permanent 10X12 building. Steve amended his plans to have a 12X24 permanent garage addition to this lot. Motion to approve the amended building permit was made from Bries, second by Rueber. Ayes-all.
The budget amendment was reviewed by council, adjusted budget numbers included the renovations and repairs for city hall, sewer repairs, transfers, trail work. Motion from Rueber to set the public hearing for June 8,206 at 6pm for the budget amendment, second by Bries. Ayes-all.
Liquor license was approved for Holy Trinity Parish on a motion from Bries, second by Rueber. Ayes-all.
The council discussed the wages for Ramona Meyers the custodian for city hall, and a motion from Ungs to raise her wage $1.00 to $16.00 per hour, second by Rueber. Ayes-all.
RESOLUTION # 2026-08 A RESOLUTION SETTING CITY EMPLOYEE WAGES FOR THE NEW FISCAL YEAR was approved on a motion from Rueber, second by Bries. Ayes-all.
RESOLUTION #2026-07 A RESOLUTION AUTHORIZING THE CITY CLERK TO MAKE THE END OF YEAR TRANSFERS was approved on a motion from Bockenstedt, second by Rueber. Ayes-all.
The mayor informed the council that Krapfl Const. will be starting on sewer repairs and the infiltration issues. Krapfl Const. will also be doing some sidewalk and curb repairs.
The council and mayor are not interested in raising their pay at this time and it will stay at $25.00 per meeting and the mayor will stay at $2500.00 per year.

Mayor Roger J. Oberbroeckling opened the Public Hearing meeting at 6:00pm in the Luxemburg City Hall. Present were: Dave Rueber, Travis Bries, Andy Bockenstedt, Matt Ramler, Mike Ungs.
Ramler made the motion to approve the agenda for June 8,2026, second by Rueber.
The mayor opened the Public Hearing on the Budget Amendment for FY2026-27. There have been no comments written or verbal received on this topic. Bockenstedt made the motion to close the Public Hearing on the budget amendment and open the regular meeting, second by Bries.
Ramler made the motion to approve RESOLUTION #2026-09 APPROVING AND ADOPTING THE BUDGET AMENDMENT FOR FY2026, second by Rueber, ayes Bries, Bockenstedt, Rueber, Ramler, Ungs.
Discussion on adding a cabinet for storage in city hall for the KLB materials. The mayor will look into getting some quotes. The mayor also informed the council that Krapfl Const. Will be repairing and replacing the sidewalks and the buckled areas. The mayor had some information on the fans for the park shelter to share.
